Fisheries Act needs more consultation

The federal government's proposed new Fisheries Act, Bill C-45, has been receiving a good deal of attention recently from fishers throughout the country and, in our case, Prince Edward Island. Politicians of various parties, DFO personnel and media pundits have passed comment on the bill leading to a good deal of confusion in the minds of many.

The board of directors of the P.E.I. Fishermen's Association at its latest meeting Feb. 29, reviewed the issue in some detail following presentations provided by DFO in both Charlottetown and Halifax, a review of Fisheries Minister Loyola Hearn's public and private comments, a presentation from the NDP fisheries critic and discussions with Island members of Parliament. Consequently, the board of the PEIFA reached the following conclusions:

The board of directors of the PEIFA supports the introduction of a new Fisheries Act and supporting regulations to replace the existing act and myriad regulations that now apply.

The board of directors of the PEIFA does not necessarily agree that C-45 as presented is the appropriate legislation.

The board of directors of the PEIFA is in favour of more consultation with industry and the public in general. Accordingly, the PEIFA supports the motion to 'hoist' Bill-C45 so that the House Standing Committee on Fisheries and Oceans can hold consultative hearings with industry and the public.

The board of directors of the PEIFA urges the standing committee to hold such hearings across the country, including in the province of P.E.I.

Following such hearings and the submission of the standing committee, the board of directors of the PEIFA urges all federal parties and the government to proceed quickly to bring into law a new and effective Fisheries Act for the benefit of the industry and of all Canadians.
